MessageResources changes in Struts 2

I have an old WebUtilities class from Struts 1 that I am
updating for Struts 2.

This class uses MessageResources to retrieve APPLICATION_RESOURCES (a String value) from a WebConstants.java file.
I think MessageResources is part of Struts 1 and the package to reference it is:

org.apache.struts.util.MessageResources

If I am right, I need to find out what to replace this with in Struts 2 in my WebUtilities class. I tried referencing this package in my source code and I did not find it. I am assuming this is being handled differently in Struts 2 than in Struts 1 since I cannot find any reference to MessageResources in struts 2.

What has changed and what do I need to do differently?

Struts 2 uses java.util.ResourceBundle
