Would I be better off taking the SCJP exam for the 1.4 SDK, or should I wait and take the exam on the 1.5 SDK?

I think that depends on your personal needs. Would you benefit in your current employment?
J2SE 1.5 will be in beta at the end of this year (2003) under code name Tiger and a full release expected for summer next year.
Considering the above, the earliest the new exam will be available will be end of next year IMHO. This is not official, just a rough guess.
