Is there any simulators available for iPhone so that I can program on my windows 7 machine

Not really.

(Well, let me amend that: it depends on what you mean. If you're just looking to simulate the iPhone web experience, yes. If you want to code ObjC apps, not really, at least none that I'm ware of.)

You can't do iOS development on Windows 7.

Unfortunately, iOS (iPhone/iPod Touch/iPad) development is Apple-machine (intel-based) only.
