iphone app development vs iphone web pages

Does you book contains tutorial and basics on how to create iphone apps only or other web pages for iphone thats not an app too? Is it true that there are plugins through which web pages can be designed for iphone and can be done through any other way (plugin/software/tool) than apple laptop / computer? I hear lot of confusing comments about app vs web page for iphones.
