Automatically save a RSS feed in XML format to local directory using?

Hi. I am trying to save an RSS feed that I created using Yahoo! Pipes into my local directory automatically, into a file like centralweather.xml

I need this to be done automatically every time the RSS feed is updated, or if that is too complicated, at least at fixed intervals perhaps using a Timer.
However, I am no clue as to how to do this the correct way at the moment.

The only idea I have is creating a .exe file that will run, and keep writing to a file, like polling the server. However, it seems inefficient. But getting it to work is still more important.

Actually I am new to software development and I am not proficient in many languages.
I am only familiar with offline programming like basic C++ and Java.
..and I have to use Open Source or Free applications to do it
