Regarding the prices I can try to explain the differences, but that's nothing more than a guess.
Probably Oracle uses different prices for different countries, probably based on a set of parameters (country size, popularity of
java, taxes,...). That's not weird at all, other companies do the same thing. If I buy a tv in Belgium, the same tv might be more/less expensive than in neighbour The Netherlands (these decisions are also made on a set of - probably - different parameters).
Pearson Vue is the exlusive
test delivery partner for all Java certification exams (and other Oracle products, like MySql, NetBeans, Solaris). So everything depends on the agreement between Pearson Vue and Oracle. But a scenario like this could be plausible: Pearson Vue gets for each test taken some money to cover their expenses (location, pc equipment, administration, personnel) and has to buy/pay Oracle for the voucher (probably a special fare). That's why this is the most expensive option (2 companies need to make a
profit).
