EMP.EMPDEPID,DEPT.DEPTID
FROM EMPLOYEE EMP,DEPARTMENT DEPT
WHERE EMP.EMPDEPID=DEPT.DEPTID;

Here in where clause is the order of condtion ie
EMP.EMPDEPID=DEPT.DEPTID
or
DEPT.DEPTID = EMP.EMPDEPID
