why do I have to refresh the table page twice in glass fish server?

I have css which displays my logo and home contact us etc page menu. It displays properly on browsing. Only when i create an employee or sheet the page displays with the creation of the employee table but didn't show header which includes logo and page navigation menu. I am using glasfish 4.1 netbeans j2ee an mysql. Once i refresh the page then it displays the navigation page and the logo. I checked the browser source code. and the code does show the navigation code. I am using Google chrome and the internet explorer. I am thinking its a server issue or code?

Note: the pages display ok from port 8080 but the content get block while accessing it from the outside the environment or from different port.
 
Don't get me started about those stupid light bulbs.
