Not compatible with IE

Hi All,
I have a Javascript that adds options to select element dynamically. It works fine with Mozilla FireFox 1.0.7. and I am also using IE 6.0. But mu problem is the code which i ahve developed is not working with IE. here is my code.

    var doctors = new Array();
    <c:forEach var="i" items="${doctor.rows}">
      doctors[j]=new Array()
      doctors[j][0] = '<c:out value="${i.Dept_Name}"/>';
      doctors[j][1] = '<c:out value="${i.Doctor_Name}"/>';
      j++;
    </c:forEach>
    var department = document.forms[0].dept.value;
    for (var i=document.forms[0].doctor.options.length-1; i>=0; i--){
      document.forms[0].doctor.options[i] = null;
    }
    var counter;
    for(counter=0;counter<doctors.length;counter++){
    if(doctors[counter][0]==department){
      if(department==doctors[counter][0]){
        myOpt = new Option(doctors[counter][1],doctors[counter][1]);
        document.forms[0].doctor.options[document.forms[0].doctor.length] = myOpt;
      }
    }}
  }

please anybody have solution, let me know.
