I have seen this quote a hundred times and have got it by heart but never knew what it meant. can you please elucidate...

What that means is that you cannot park in front of a fire hydrant. You will get a parking ticket, so if you work in a Fire Hydrant factory, then there are fire hydrants all over the place, even all over the parking lot, so therefore anywhere you park, you will get a parking ticket.
