In the final mock examen of the HFSJ in question 6 option A is wrong when a jsp:root element as it's top element. In page 597 is it stated that jsp ocument must be enclosed in a jsp:root tag. Which is true?

Spec 6.3.2 - "JSP documents and tag files in XML syntax need not have a jsp:root element as its root element."
