Javadoc: Can't find resource for bundle com.sun.tools

Dear ranchers,

I have just finished development and trying to run javadoc tool. whenever it's tryin to generate Index.html and overview.html the following error message appears and it stops generating. I have checked in google and it looks like a BUG since 2004. I am using java tiger.

Anyone knows about this?

Guys,

It's solved. The problem is because the language was "Turkish" in Regional Settings on Windows 2K. I have set it to English, now it works properly. There must be some bug with javadoc with different languages on Windows.
