Hi,
In order to get startup, I personally found NetBeans 6.0 with Mobility Plugin very handy, and refer online sites for j2me snippets. You will found the mobile API in javax.microedition package. Also first refer different JSR(Java Specification Requests),and for Dictionary you can create GUI with Drag Drop in Netbeans Editor & use javax.microedition.rms package as your Database for Dictionary & you will have to code for searching the words in Dictionary by firing queries.

Best of Luck.
