how does server comes to know that jsp page is modified

I guess, a class loader is created for each web application that is deployed.

Moreover, in Tomcat we can configure it like RELOAD-ON-CHANGE. Then it loads the classes/jsps whenever it finds some change in those.

If you application server is webLogic then it will use following method to detect the change

weblogic.servlet.jsp.StaleChecker..isResourceStale();

Depending on the server, but generally, the server should have a method that compares the timestamp of the servlet class generated from the JSP to the timestamp of the raw JSP file. If the latter is more current, then there is a change, and it will go through the translation and compilation phase again.
 
Don't get me started about those stupid light bulbs.
