Depends on what you're using to connect, and what you're trying to send or receive. DSL and cable modem providers offer "asymmetric" speeds, usually. Faster for download than upload, on the assumption that what you the consumer really wants is access to data, and not the ability to serve it in the same or greater quantities.
Another more likely factor is the user experience. Most download types, e.g., browser-based, give the user something to do or look at while the download goes on in the background. Most uploads, you sit there doing nothing but waiting for the thing to finish. It feels longer.
If you put both of those phenomena together, the result would be an even more exaggerated sense of difference.
Make visible what, without you, might perhaps never have been seen.
