my PATH evniroment variable to java binaries not work

machine: windows xp

I created an enviroment variable called javac. How do i start it. Do i do it from a windows command prompt? do i go to "start" "run" and then type % javac?

i tried typing in a windows command prompt C:\> % javac , but it didn't work, i got an not recognized program....yada yada yada error message.

its obvious i am a newbie. your help is appreciated.
