This sort of error will be occured when java system/application is talking with people soft lListening connecter.Where java application is going to fetch the connecter from the url if this url is not existed it will throw an unwinding exception.below is the sample connecter from peoplesoft system
http://<server>:<port>/<app>/HttpListeningConnector.immediate resolution for this sort of issue is to request the peoplesoft admins to bounce a particular service on the server.
 
Don't get me started about those stupid light bulbs.
