create new server environment from existing environment

Can we create a new environment by copying all the files and folders from existing and modifying the properties or is it necessary to install using installer to create new server environment?

yes you can, I guess only thing is required to change the port to run server on different port otherwise you'll get the message something like "the port is already in use".

The problem is "what do you mean by server environment?"

Presumably, you mean Tomcat, since this is the Tomcat forum. Tomcat specifically has the ability to setup multiple "environments" (Tomcat instances) by taking advantage of the CATALINA_HOME and CATALINA_BASE environment variables.
