Actually the question should be backwards.
If EJB 2.1 can use JAX-WS.
and the answer is: No.
You can check the specs of each EJB 2.1 & 3.0
EJB 2.1: JAX-RPC
EJB 3.0: JAX-RPC & JAX-WS
