I believe the last presidential election in the U.S. set some kind of record for how much was spent on advertisements.

I have a modest proposal.

In the next campaign cycle, I think that for every dollar spent on advertisements, a dollar needs to be given to the federal government to reduce the deficit/debt.

You should know better than to say modest proposal because half the readership will immediately think of Jonathan Swift.
Or give the money to help the poor?

On this side of the Atlantic we have the opposite problem. Even though there are statutory limits for election campaigns (so many pounds per voter), the parties are running short of money and there are suggestions the Government help the parties out.

one side or the other would never go for whatever plan. They would say "Those are the wrong people to help"

I think we have that. Someone can accept money from the government, but then there are caps on how much you can spend. The past few cycles, they've found they can raise more money privately and blow those caps away, so it is in their interest to NOT take the money from Uncle Sam.

In Britain there are (or at least there used to be) caps on how much you spend full stop. At present there is no Government subsidy for elections, except that there is a certain amount of free broadcasting time available.
