According to this https://docs.oracle.com/javaee/1.4/tutorial/doc/JSPTags6.html#wp90362 and Epractice Lab,
the body content of tag element can be scriptless, tagdependent and empty.
Bu if my tag is a classic tag which implements Tag interface, the body content can still accept JSP.
