Hi,

I found it out myself:

1. Open your plugin.xml
2. Go to Extensions
3. Add an org.eclipse.ui.perspectiveExtensions extension
4. Add a newWizardShortcut to this extension
5. Choose for the id the id of the plugin
6. Activate it in your perspective Window->Customize Perspective and select it

Your plugin is now available via the File->New menu.
