Tomcat ignoring web.xml?

Why might a Tomcat 4.0.4 installation seem to be ignoring the deployment descriptor of a web application?
This web app works perfectly on a normal installation of Tomcat 4.0.6 and 4.1, and Resin Server, and Orion Server, and others.
The problem occurs on a Tomcat 4.0.4 installation configured for use on a shared server environment. So, what might be special about such an installation that needs to be fixed? Is there a setting in Tomcat's server.xml or web.xml file that maybe is set incorrectly?

More specifically, the web application is friki.
The deployment descriptor is as follows:The problem would seem to be that Tomcat ignores the Servlet mappings. When browsing to myHost/friki/view, I get HTTP 404 Not Found.
