Java Certification Valued but not essential. Attitude, apptitude and knowledge as important as commercial experience.
Working on Server side Java, servlets, jsp, jdbc, Linux etc etc

Its similar to H1 visas in the US. You need to get a sponser first.

Although I realize this post is quite dated. I'd like to comment on your statement about the hassles of permits. According to a UK Government website and several recruiters that I spoke to, if you're on the skills shortages list located at http://www.workpermits.gov.uk/guidance/business/application/index.shtml (if you do Java, you are), then the permit process is extremely easy and costs the employer no money.

Since that posting we have recruited several excellent programmers who sit close to me and have no current openings.
When considering overseas applications it is not just the red tape factor but there is the issue of how do you interview someone who is not in the country without someone spending a shed load of money on airfaires. Like most employers we would be very reluctant to employ someone without seeing them "in the flesh".
Also an amusing aside, I recieved abotu 30 resumes from my postin of this vancancy and about two of them were from people in the UK who had a work permit.
