I want to make a simple diagram but HTML doesn't have lines and arrows and stuff like that. I can do the boxy part fine.

I often want to do this for bugzilla attachments.

How do you do this?

There are several websites that allow you to upload pictures - for free.
You can then include your pictures in JavaRanch and other forums, or attach their url to a Bugzilla ticket.

I'm using Dropshots.
The result can look like this:

I'd really like to use markup to describe a simple class diagram.

Useful, but not what I'm looking for. I already do stuff like that (though usually simpler).

You can use Delta for up arrow. It's an open triangle, which has a different meaning.

But I'm really looking for some kind of way to make UML Markup that I can have markup, like HTML.

How about text in, diagram out? Here's a Martin Fowler Blog about such things, with a links to a few related tools.

Maybe a GraphViz guru could turn out such a thing.
