This takes more than a single message. Go the eclipse website and look at the on-line articles like

and the "what's new". Each of the milestone releases had its own set of new features. These made interesting reading.

One of the big things is making a more generic platform but that really doesn't say much. The Java development tools have been improved. For example, formatting code is greatly improved and there is more syntax coloring and more refactoring support.

It is a major improvement over the 2.1 version IMHO. Some improvements to SWT have made the look even better.
