NetBeans 4.1 - encoding in Properties editor

I can't change character encoding for properties editor. I've set default encoding of java sources to UTF-8 and it works fine, but when I edit ApplicationResources.properties file, all my local characters turn to question marks after save.
Is there a way to force NetBeans to edit and such files in UTF-8?

Thanks for any suggestions...
