eclipse - how to move toolbar

Somehow I moved the toolbar in Eclipse from the outline section to the area with the main toolbars. This is the toolbar that has about sorting the methods alphabetically, showing public/static methods, etc. It used to be right below the outline title in the tab. Now it is near the toolbars for running a program, creating a file, etc.

My toolbars are not locked - I can move what should be the outline toolbar around amongst the main toolbars. However, when I try to drag it back to the outline pane, nothing happens.

I just noticed that there is one set of these toolbars on top for each file I have open. Looks like I somehow enabled a feature I haven't heard of. Does anyone know what feature it is? This might make it possible to look up how to turn it off!
