JavaDoc and package index

When I generate my JavaDoc from WSAD/Eclipse, it generates normally--the package list/index appears in the upper left frame. However, when I run my javadoc target in my build.xml file I'm not getting the package index. Can someone point out to me what I've got wrong or can do to fix it? Here's my JavaDoc target:

use <packageset> instead of <fileset>.
