Can't say there isn't a tool. Can say I haven't run across one yet. JBuilder does support exporting its build as a build script for Ant... but that wouldn't cover the full gamut of a typical Ant script.
What I've seen more often done is to "borrow" an Ant script or targets from various scripts, and then customize it to your needs either directly via the script, or using properties files.
