ant struts and this error: package org.apache.struts.action does not exist

ok, so I'm trying to deploy my project with ANT.

while running the script, i get this mesage:

...source\com\struts\login\LoginAction.java:5: package org.apache.struts.action does not exist


I read on the web that I should add the WEB-INF\lib of my project to the classpath. I did it with:

1. [DOS] SET CLASSPATH=C:\eclipseProjects\MyPrj\WEB-INF\lib
but I get the same error.

2. [XP] set the classpath variable with the enviroment variables (I added the directory to the system variable and user variable)....nothing.
