Or how send message to machine with Windows from Linux using only IP addres

Does Linux have a tool called nslookup? This is a client query tool for DNS that allows IP-to-host as well as host-to-IP lookups. I know Windows has a tracert -- that does what the Unix traceroute does -- and an ipconfig commmand that is similar to the Unix ifconfig, so if the name of the tool isn't nslookup I bet it's close to that.

Yes actually it does and the name is same too. In the new linux distros it's being replaced by "host" and "dig" utilities.
