Is your modem compatible with Linux? Many Win Modems aren't supported. Back in my dial-up dayz I used an external 56k v.92 Best Data modem and it worked great. Most hardware based modems should work. A good place to check your modem is http://www.linmodems.org/

The problem is most likely with your modem initialization string, try to do the following:
open kppp -> setup -> modem -> modem commands ,then check what value is in init string 2,if it's empty, type OK there, save, try to dial.
Let me know if it works.
