I wanted to know what is the use or functionality of /bin/.s file...

Never heard of it. It sounds like a distribution specific thing, or something got misplaced. The bin directory really isn't the place for .* files. .* files usually are configuration files of some sort.

I would call

and if it doesn't return something like 'binary ELF' but '...(shell script) text' I would cat it to see, and try
Perhaps it's the unwanted result of a bad command launched by root.
You could look at its date to find out more.

It could also be a worm of some sort, I suppose. I saw Slapper doing stunts like this.
