Ubuntu, umask, SNAFU??

I need to change the default umask for users that login to this box (fresh install).

I cannot seem to do that.

None of the following work:

--change /etc/profile
--change /etc/login.defs
--change ~/.bash_profile (individual user)

I am a Red Hat/Fedora type, what am I missing on this box?

Ubuntu isn't reading /etc/profile but /etc/bash.bashrc by default.
