My machine has 2GB of RAM. Should I create a swap partition for desktop/development use?

The conventional wisodom is yes. If you don't use it, you haven't lost much, but if you don't have it, you can potentially crash when you hit an unexpected load.

Also note that OS's such as Linux may grab lots of real memory for I/O optimization purposes and page out infrequently-used items in order to have more available real-memory bufferspace.

On the other hand, if you have a large root partition, and your version of unix supports "swapon" with regular files, you could just use swap files as you need them.

It is sorta covered in the JavaRanch Style Guide.
