I've never used PVCS on *n*x before, but assuming they're doing the same thing as VCS and SVN do, the problem is that system group definitions on the PVCS server aren't guaranteed to match the definitions on the client machines - although with suitable authentications (such as PAM/LDAP), they can be made to more or less track.
If you're using a centralized authentication and authorization system such as LDAP and/or Kerberos, you may have a PVCS option that can use for that.
