AFP Services Issue

I'am asking this on behalf of a client.
Here is the problem description:
We have a simple java application which may be causing some
unexpected server failures. We have an Apple OS X (Jaguar) server with
afp services running to allow artists to submit art from their Macs. Once
the art is submitted (uploaded to our server) a scheduled java app
executes to grade the file, check it for certain contents, updates a
database (Informix) and then moves the file to another server.
Sounds simple, I know... Something in the app (which runs every 3
minutes via Crontab) is causing the AFP services to hang. At least that's
what we think.
Could you please let me know what could cause the AFP services to hang?
I have analyzed the application and have come up with a probable reason.
