Yes it is legal. Why is not legal in other countries ? Is is to prevent credit card frauds?

In India any Tom, Dick & Harry can ask you any personal thing without a hint apology. Guess place of birth is probably for Kundali/horoscope!!!

HR and headhunters in India must be trained and should have some minimum ethics.

Mostly companies in India use Date + Place of Birth and Name comabination to track a condidates history i.e. how many time he applied in past etc.

Mind you, India doesn't have anything similar to SSN in USA (PAN is there, but not yet implemented to the extent SSN is).
