Submit Button in JSP Page Scrolls Frame!  RSS feed

I have an HTML Form in a JSP page that does a submit in a three page HTML Frame. Each time the user clicks submit in the HTML form, the HTML form (that is the frame in the browser that has this HTML Form) scrolls down a pixel or two until it's off the screen at the bottom.
I've disabled the Java output to the JSP page above this HTML form, but this has no effect.
I've looked at the code in the frame, but scroll is set to NO.
Also, the meta-refreshes seem to multiply on each submit (more and more refreshes with each submit).
Clicking the Refresh on the browser's toolbar does fix these problems, but I don't know how to refresh the browser programmatically. Clicking the browser's refresh button gives you the dialog asking if you want to "resend the data". Hardly appropriate for a user to see.
Would apprecaiate any ideas?

It doesn't seem to me that any of this has much to do with the fact that the pages are being generated via JSP. So I'm going to send this along to the HTML/Javascript forum where this could get more focused attention.
