Java Enable detection??

I found a tag in HTML ...<NOSCRIPT> .. which comes on line when Java Script( or any other script may be??) can't be read by the Browser.

I have a task to detect the browser is java enabled or not.If not display a message showing the procedure to enable java script.

Is this the right way or any better way ?

Yes that is the way to detect whether javascript is enabled.
