Watermark?

I have a webpage that consists of various input fields, text, and so on. I want to have a string of text displayed in the center of the screen (behind all other elements on the screen but to have the text on the screen appear as if the text were pasted on top of the text in the background). I would like to have the text in the background remain there even while scrolling down through the different form elements on the screen. If anyone has any helpful info. it would be greatly appreciated. Thanks.

Is this text going to be static all the time? If it is, you can use an image and have it centered in the page.
