I have something like this in my login frameset

It takes awhile to load this particular frame. Is it because I have not specified a file in the src attribute?

Do you have a closing tag in the real code?

You mean a closing tag for frame as in </FRAME>?
Is this necessary?

There is no closing tag and I have never used one for frame. Let me try it.

But my initial question about the src attribute: is it okay if I leave it empty or what happens if I specify a blank.html and there is no correspoding physical file present. In this case does the webserver try to locate the nonexistent html page and hence take a long time?

If you specify a URL of course the server is going to try and find it. However, it should never take very long to determine whether a resource at that URL exists or not.
