how to read/open a file lec2.ps ?

would anyone please tell me what do i need to open this file lec2.ps?
do i need a special software?
what does it mean the extension ps?

Adobe PostScript Interpreted (text/graphics).
opens with Notepad and Ghostview.

i tried to open it with note pad and i'm still just very strange characters?

ps is for post script format you need post script viewers to view this.
you can use GSView to view ps files
