How to implement real time stock market ticker or score board which will update from a database.

Real-time is not feasible on the web given the nature of HTTP. You'll have to resort to polling the server at regular intervals to see if there is updated data to display. You could either do this by causing the page to refresh at regular intervals, or using Ajax to make back-door requests back to the server.
