Microsoft was 'kind' enough to introduce a propriety character set called cp1252 that includes fancy quotes, emdash, the euro sign and more. The newer versions of notepad recognize these characters, and therefore the old trick of cutting and pasting first to notepad doesn't always work.
Anthony, it would much easier to understand what's going on if you find the original url from which the information was taken.
