In your book, do you discuss tools that you recommend or simply processes to follow when refactoring HTML?

I do discuss tools to the extent they exist. Chapter 2 is all about tools. Tidy and TagSoup are two of the most important, and I also have a long section and a larger appendix on regular expressions. Unfortunately we don't yet have the quality refactoring browsers you'll find for Java and C#. However I am aware of a couple of companies working on those. Don't hold your breath, but do keep your fingers crossed.
