XML IBM Certification

Just a week before I cleared my SCJP with 84 %.Now having decided to proceed with IBMs exam 140 XML and related technologies can some body answer my doubts.
1.Fees for the exam
2.Test center in Chennai,India address preferably with phone number.(Addresses of centers in official website are not updated)
3.How to register for the exam.
4.Being basically a mechanical engineer with only exposure to Java and no prior programming experiance and with 2/3 hrs available for study every day ,the time required in months to prepare for the exam.(I dont know even the abc of XML)
