How to Make XML refer to your Own Encoding Scheme? can any one throw some light on this

You can add a reference to the encoding schema in the XML declaration. Example -
< ?xml version="1.0" encoding="UTF-16" standalone="yes" ? >
 
It is sorta covered in the JavaRanch Style Guide.
