Need Help with xml encoding

I use dom4j for my transformation and by default it generates the following:
<?xml version="1.0" encoding="UTF-8"?>
I want this:
<?xml version="1.0" encoding="windows-1252"?>
Could anyone tell me how I can solve this problem that I'm getting with dom4j. Any help would be really appreciated.
